Wrapped Tilapia

DIRECTIONS
Heat the oven to 425°F.
Lay the pieces of foil on a work surface, and place one fillet crosswise in the center of each piece (if space is limited, work with one piece of foil and one fillet at a time). Sprinkle the fillets on both sides with the salt and pepper, placing the side of the fillets that had the skin (the flesh will be slightly darker and probably smoother on the skin side) against the foil.
In a medium-sized bowl, combine all the remaining ingredients. Spoon this vegetable mixture over the fillets, dividing it evenly among them. Seal the packets (be sure to leave some space inside them) by folding the long ends together first, then by folding the sides together, and by turning the side folds upward to reduce the risk of leakage.
Put the packets on a baking tray, place the tray in the hot oven, and bake the fish for 15 minutes. Remove the tray from the oven, and let the packets sit 5 minutes longer.
To serve the fish, carefully open each packet, and, with a long spatula, lift the fillets with their topping off the foil, and place them on individual plates.
