Pasta And Broccoli Salad

First, prepare the dressing by placing the oil, lemon juice, and vinegar in a bottle with a tight-fitting lid. Shake well. Add the shallots, salt, pepper, soy sauce, hot sauce, and garlic, and shake thoroughly. Set aside at room temperature for at least 8 hours to allow the flavors of the dressing to blend and heighten.
In a large pot, cook the pasta until al dente. While the pasta is cooking, separate the broccoli into flowerets with 1/2-inch stems. Steam over simmering water until just barely tender (about 4 minutes). Drain well and place in a large bowl. Stir in the scallions, red pepper, and tomatoes.
Drain the cooked pasta, rinse with cold water, and drain again. Transfer to the bowl with the vegetables.
Shake the dressing and pour over the pasta and vegetables. Toss lightly and refrigerate for 15 minutes. Toss again and serve.
