Anise Cookies

DIRECTIONS
Preheat the oven to 325°F.
In a mixer bowl, beat the butter and 2/3 cup confectioners sugar until light. Add the anise extract and the lemon and orange peel. Sift together the all-purpose flour, whole-wheat flour, and cornstarch and add to the butter mixture. Mix at low speed until almost combined. Add the anise seeds and nuts and mix until combined.
Shape into balls the diameter of a nickel and place on an ungreased baking sheet. Bake until the bottoms are lightly browned, 20 to 25 minutes. Transfer to a wire rack to cool for 5 minutes. Roll the cookies in the sifted confectioners sugar and let them finish cooling completely on a rack. Roll again in confectioners' sugar and store in an airtight container several days, or up to 3 months in the freezer. Roll again in confectioners' sugar before serving.
