Bailey-Style Corned Beef and Cabbage

DIRECTIONS
Place corned beef in a large dutch oven and add enough water to cover. Add onion, garlic, salt, and pepper. Bring to a boil over high heat; reduce heat and simmer, covered, for about 2 hours, or until beef is tender.
Skim fat from top of cooking liquid. Remove beef. Add cabbage and carrot; bring to a boil. Reduce heat and simmer, uncovered, for 20 minutes. Return beef to liquid; heat until warmed through.
