DIRECTIONS
In a large pan combine the water, vinegar, and mustard, and heat until smooth. Add sugar, salt, chile powder, cumin, and celery and mustard seeds. Bring to a boil, making sure sugar dissolves. Reduce to a simmer, add garlic and cloves, and simmer for 15 minutes. Remove from heat and let cool.
Peel and place hard-boiled eggs and sliced onions into glass jar. After juice mixture has cooled, pour it over eggs to cover, and seal jar. Refrigerate for 2 weeks.
