Black-Eyed Pea Salad

Green pepper rings for garnish
In a bowl, combine all the dressing ingredients. Pour the dressing over the warm cooked peas, which have been placed in a large bowl. Toss the salad gently. Cover the peas and refrigerate for at least 8 hours or overnight, tossing them once.
To serve, line the edge of a large platter with the pepper rings and heap the beans in the middle.
