Sweet Rice With Orange Rind

  • Wash the rice in several changes of water and drain. Put in a bowl, add 5 cups water and leave to soak for 1 hour. Drain and set aside in a sieve set over a bowl.
  • Meanwhile, peel the carrot and cut it into 1/8-inch-thick diagonal slices. Cut the slices lengthwise into 1/8-inch-thick julienne strips.
  • Melt the butter in a wide, flame- and ovenproof, 3-quart pot with a tight-fitting lid over a medium flame. Put in the carrots. Stir and fry for about 5 minutes or until carrots are lightly browned. Turn off the heat. Remove the carrots with a slotted spoon and set aside. Leave the remaining butter in the pot and set that aside as well.
  • Cut the orange peel into 2-inch-long by 1/8-inch-wide julienne strips. Put them in a pot with 4 cups water and bring to a rolling boil. Immediately invert the pot into a colander set in the sink. Rinse the peel under cold water. Now put the peel and 4 cups fresh water back into the same pot and repeat the entire blanching process, rinsing the peel for a second time at the end of it.
  • In a heavy saucepan, combine the orange peel, sugar, almonds, saffron or food coloring, and 1/2 cup water. Bring to a boil. Turn heat down and simmer gently for about 30 minutes, stirring frequently. Add the carrots and raisins. Simmer another 5 minutes or so. The peel mixture should be thick and syrupy, rather like melted jam; be careful to not let it burn. Leave this mixture in a warm place.
  • Preheat oven to 325° F.
  • Put the pot with the butter back on the stove and heat it over a medium flame. Put in the drained rice. Stir and fry it for 4 to 5 minutes, turning the heat down slightly if it begins to catch. Add 2-2/3 cups water and the salt. Stir gently and cook until almost all the water has evaporated. Quickly spread the peel mixture over the rice, cover tightly and place in the oven for 25 minutes.
  • Stir the rice gently to mix it before spooning it out onto a warm serving platter.
