DIRECTIONS
In a large heavy saucepan, combine the vinegar and shallot and bring to a boil. Reduce over high heat, stirring frequently, to a syrup consistency. Add the stock, peppercorns, and bay leaves and reduce over high heat, stirring frequently, to a sauce consistency. Strain.
Bring the mixture to a boil again. Reduce heat to low and whisk in the butter, 1 tbsp at a time. Season with the salt and pepper. Keep warm until ready to serve.
